The Workforce Innovation and Opportunity Act (WIOA) provides colleges and universities with funding to help job seekers obtain the education, training, and support services they need to succeed in today’s labor market. By the same token, WIOA supports employers by matching them with skilled and ready workers, enabling them to compete in the global marketplace.

Institutions of higher education can apply for TRIO grant funding to help identify and provide services for students from disadvantaged backgrounds. Eight programs serve and assist low-income learners, first-generation college students, and people with disabilities in achieving their educational goals.
Of the eight programs, Graduation Alliance can partner with colleges for Student Support Services, Educational Opportunity Centers, and Veterans Upward Bound to help motivate learners toward successful completion of postsecondary education, provide information on college admissions, and support college enrollment.

An example would be promise scholarships that afford recent high school graduates the opportunity to receive a scholarship that covers up to 100% of tuition and fees at a community college. Some states also offer scholarships to four-year institutions.
